About mitigate AS

We stood in the room first.

mitigate is owned by people with professional preparedness backgrounds. None of us came to the field through the software. We came to the software through the field.

The owners

We stood in the emergency operations room first, and now we write the code ourselves. Here is the background and experience on which we build our solutions.

Ivar Konrad Lunde

Crisis and preparedness management

Ivar led the development of ISO 22379:2022, the first international societal security standard a Norwegian has led the work on. He is Convener of ISO TC292 WG7 Large Events, the expert group that has also delivered ISO 22353:2025 on crowd management. He was given the international role as a result of having led the interagency project for the 2017 UCI Road World Championships in Bergen, which received the Norwegian Directorate for Civil Protection societal security award.

Until 2022 he was head of preparedness for the City of Bergen and director of Samfunnssikkerhetens hus, holding overall operational responsibility for societal security, preparedness and crisis management in Bergen. He also has operational experience from the police and the armed forces, and has worked as a preparedness adviser in Norway and internationally for many years.

He wrote Praktisk krise- og beredskapsledelse (Universitetsforlaget, 2014 and 2019), 360 pages, which is set reading at several Norwegian institutions and is cited in professional reports and dissertations. He also teaches at university and college level himself.

Are Sangolt

Security and preparedness management

Are brings broad experience in comprehensive security and preparedness management, with specialist expertise in organisations subject to the Norwegian Security Act. Until autumn 2022 he led the intelligence section in Vest Police District, and has extensive experience combating organised crime.

As an adult learner he completed studies in HSE management, risk management and project management.

He writes the code. Are and Jon build the software together, rather than merely specifying it. That is why the professional substance is not lost on the way from method to tool: the people who understand the requirement are the same ones implementing it.

Incident Command System and development

Jon specialises in the Incident Command System (ICS) and is an instructor for the ICS-300 and ICS-320 classroom courses for NOFO members. He holds ICS-400 Advanced himself. He was project manager for the petroleum sector's largest full-scale evacuation exercise in 2025, and ICS specialist and evaluator during the largest oil spill response exercises in Norwegian history at their respective times.

Before that he was interagency coordinator at Samfunnssikkerhetens hus in the City of Bergen, the centre Ivar established, and joined municipal crisis management when incidents occurred. He served as a paramedic in the Red Cross rescue corps for eight years.

He writes the code together with Are. Jon has developed software since 2009, when he built a reporting and case management system in C# with SQL Server. The combination is the point: he teaches the method and implements it in the same tool.

Why we are building this

Preparedness software is usually built by platform companies that read up on the field. The result is tools that are technically good and professionally empty: they can store a plan, but they do not know what a plan is supposed to do when it is 02:30 and the chief of staff is on the way in.

We have held that position. We have written the plans, led the exercises, evaluated them afterwards, and taught the methodology. The tools we had access to were not good enough. So we built them ourselves.

That is the whole difference, and it is also the whole risk. Judge us on whether the professional substance holds, not on whether we have the most features.
